IMPORTANT FOREWORD

- Under normal conditions, a census of fleets would be a moot point. The moment an area becomes a Territory of the SHEATHES, Monarchs are able to call forth as many Vessels as they want, for as long as they can manage it. Again, their Territory is part of their very being. Calling Subjects out from their Reserves, Manifesting them 'ex nihilo' via crystallization of their Will, Essences and Authority, or ordering existing Subjects to Manufacture more through Technological, Natural or Magical means: all that is routine.

- However, a set of Locking Glyphs have been placed on all three Monarchs by a Renaissance 'Villain', the incident of which is under wraps for now. These 'Villain' Techniques trigger only within the Ancerious Galaxy, but they trigger without fail.

- Locking Glyphs do exactly what their name states: they limit something the Monarchs have, are, and can do. The Faux Prerogative of a 'Villain' is one of the only three things that can override the Authority of a Monarch, and among said three things, it is the strongest. As a result, even with their Boss 'Patrons' helping out, what the Locking Glyphs do to the Emperor and Empresses of SHEATHES-10 cannot be circumvented. The Glyphs themselves come in three kinds, with one of each applied to every Monarch.

- The Population-Locking Glyph: Prevents the Monarchs from Maintaining their Subjects, but not Manifesting or Re-Manifesting them. Essentially, it cuts down on the number of Subjects they can field at any given time. This Glyph affects all Subject Types, that is, Troops, Vessels and Constructs. It also reduces their overall power and effectiveness.

- The Authority-Locking Glyph: Prevents the Monarchs from using their more powerful abilities and Grand Escutcheon, of which the latter has also become limited in numbers. Essentially, it forces the Monarchs to rely on basic Grand Escutcheon, and only one each at a time. Furthermore, Monarch Authority over their Territories are somewhat reduced.

- The Savings-Locking Glyph: Prevents the Monarchs from accumulating larger 'bank accounts' of Expenditures. Essentially, it reduces the potency of Boss 'Patrons' and their Protocols, as well as the information Azegan 'Watchers' can gather. This Glyph affects even the Renaissance 'Villains' and their subsequent Techniques, but they're not bothered by it.

- Needless to say, the Locking Glyphs are a crippling occurrence to the Monarchs' presence in the Ancerious Galaxy. While no place can have an impact on their traits (technically the moment their Territory is established, they own it; it is no longer just a place, but a part of the Monarchs themselves) the Locking Glyphs reduce the Monarchs to bit-sized chunks of what they normally are like anywhere else.

- Now, aren't the Glyphs a violation of the SHIELDS Treaty? Technically, yes. However, by setting them to activate within one Galaxy only, the Renaissance 'Villain' responsible for their application can (and do) claim it to be a necessary exercise for the Monarchs. So why Ancerious? That is because it is a hub for many Empires that SHEATHES-10 can meet. More specifically, it has one of the biggest hubs of Empires for SHEATHES-10 to meet. But, can't SHEATHES-10 simply meet other Empires on their home turf? First up, not all of the Empires in Ancerious Galaxy can be said to hail from the Ancerious Universe, which, by the by, SHEATHES-10 is bound to remain within. Furthermore, some of these Empires don't want to be found, and to force the issue would not be courteous. Next, it's plain etiquette to be acquainted with someone small-scale before more intimate relations can happen, and in terms of Empires, such things can take centuries to build.

- Boss 'Patrons' are working on the complete removal of the Locking Glyphs sets, but it's proving to be a hard task due to the Techniques' potent craftsmanship. A full-on attack only dented the Population-Locking Glyph, allowing each Monarch to Maintain 75 of each Subject Type within the Ancerious Galaxy. The Boss 'Patrons' continue to focus their attention of the first Glyph alone, but so far all they can manage is to raise the cut-off point by 10 for each Subject Type every so often. Still, even if progress is too slow for the Monarchs' liking, it is being made. The Population of Subjects within the Ancerious Galaxy will rise, in time.

- Furthermore, seeing as Monarchs do not make up an orthodox faction, neither are their Armadas orthodox in their gestalt, the definition of a Vessel in SHEATHES-10 will have to be outlined before a declaration can be made. Hence, the following points:

- What differs a SHEATHES-10 Vessel from a Troop or a Construct is their specialized purpose to 'contain' and 'transport' other Subjects. This is why the RkR-Ardeoira Drone counts as a Vessel, despite appearing to be just a contraption. Each Halo Module is a separate Machina Subject, and are considered Troops. While the entire arrangement classifies as an unmanned vehicle, it is still a vehicle.

- SHEATHES Troops are Monarch Subjects that are sentient Entities, and while how many 'personalities' or 'minds' exist within their 'body' or 'bodies' is another matter entirely, they are still 'single units' that may function independently from each other. Subjects that appear to be Vessels, or are as large as Vessels, may not be Vessels. They are their 'own man' so to speak. If a machine, their AI is not designed to be the 'pilot of a ship', but a 'mind to a body'.

- Subjects don't necessarily exist as a single unit. Many can divide and control themselves into portions, but such things are neither Constructs or Vessels. They are still part of the Subject, and whether the Subject in question be a Troop, Vessel or Constructs has no impact on how many bits it can lord over.

- SHEATHES Constructs are Subjects that remain tethered to a single 'location', have no real sentience to speak of, but may be capable of 'producing' and 'containing' Troops and Vessels. If they have special capabilities of their own, the Construct cannot employ them as an 'individual' would, using its 'conscience' and 'will', otherwise it turns into a Troop. Instead, Subjects within said Construct must make use of its features and utilities, whether they be Troops or Vessels.

- Vessels and Constructs can be 'operated' by Troops. Troops do not necessarily need Vessels to 'travel' through Outer Space or achieve Superluminal speeds, especially if their Monarchs have equipped them with the ability to do so on their own.

- Constructs do not innately posses the ability to 'move' from their position, but some may 'transform' into Vessels if they need to relocate, and some can be manipulated by Vessels or Troops to 'travel' in some way.

- Vessels can Manufacture Constructs or turn into Constructs themselves.

- Certain Troops can band together to form a Vessel or Construct.

- Despite technicalities, the Subject 'cap' for Vessels currently (and initially) stands at 75 for each Monarch, for a maximum of 225.

- Note that a Vessel limit of 75 for the Monarchs really means they have 75 of any ship they want. While its true that they cannot exceed the quota placed by the Locking Glyph, it only impacts Vessel Quantity. Vessel Type is still very much under the control of the Monarchs, who may simply turn one Subject into another by changing amount of Will, Authority and Essence making it up. This bears some resemblance to the way Ant Colonies on certain Earths decide which 'caste' their larvae will metamorphose into. By feeding their young a certain a mount of food, it will grow into a Worker, Solider or Prince/Princess. Of course, with Monarchs, this ability is more versatile and potent. By infusing preexisting Subjects with more of their Will, Authority and Essence, they can ordered to become a different Subject. The reverse works as well: by confiscating Will, Authority and Essence from a Subject, Monarchs can turn it into something else. It can be a cumbersome way to generate Subjects, but it works, and not in the same way as a promotion or demotion would work. A fleet of innocent-looking SlW-Mining Satellites will transform into a less-innocent-looking HyT-Cannon Satellites if Emperor Vulcan feels there is a need for them, and can afford the act.



OVERALL FORCE DECLARATION

- Fleets assembled, arranged and named as per Monarch's Will.

- Initial Maximum Populations of Vessel-Type Subjects for STABS-2: 225

- Initial Maximum Populations of Vessel-Type Subjects per Monarch in STABS-2: 75

- Initial Standing Populations of Vessel-Type Subjects STABS-2: 225

- Self-Mobile Stations are considered as Vessel-Type Subjects. They move, so they cannot be considered as Construct-Type Subjects. If the Monarchs were to utterly remove any capability for mobility from a Starbase, then it would count as a Construct. But while the capacity to move remains directly on such a Subject, it fall under the category of Vessel.



FLEET STATUS

- SHEATHES-10 Fleet Activity do not follow all orthodox fleet statuses. They have their own terms, and those are as follows:

- Temporarily Dismissed (T-D): Describes a Subject that has already been created but placed into Monarch Reserves. This may be for a variety of reasons. Maybe its Monarch does not want to Maintain their Existence at the moment. Maybe its Monarch want to do a little bit of experimentation with it. It depends on the Monarch's decisions.

- Manifesting/Re-Manifesting (M-R): Describes a Subject that is in the process of being extracted from Monarch Reserves, or a Subject that is being turned into a different Subject. The transition from Monarch Reserves into Regular Existence takes time, as does Re-Manifestation, and the amount of time can vary. Transitions out of Reserves cannot be interrupted, but Re-Manifesting Subjects are already present within Regular Existence, and thus can be interacted with. If a Re-Manifesting Subject is destroyed, it will incur the backlash of both the Subject destroyed and the Subject it would have turned into.

- Currently Standing (C-S): Describes a Subject that has been fully-activated, and not in the process of Re-Manifesting.

- The terms below are for size only. What the Vessel-Type Subject actually is like can be rightfully considered another matter entirely. What the Subject does, how it works, its abilities and capabilities, what it is made of: all that and more can only be discovered by viewing the actual Subject itself. When it comes to SHEATHES-10, just because something is big doesn't mean its a disaster with armor plating, and just because something is small doesn't mean all it can do is tickle targets much larger than itself. Just because something is listed as a Carrier doesn't mean it can churn out units any better than something listed as a Drone. Those who wish to challenge the power of the Monarchs' Armadas must be prepared for anything and everything.

- The Vessel-Types, Vessel-Parameters, and Vessel-Roles mentioned here are only of the kind used for the setting up STABS Galactic Colonies. As such, they are listed as 'STABS-Echelon'.

- 'Lengths' will be used to define the Vessel Type for Ancerious purposes, but Monarchs can easily design their Subjects to have the same 'width' and 'height'. Also, Vessel-Type Subjects can/do follow 'Classes' of their own, not to mention Subjects can have 'internal volumes' disproportionate to what their outside appearance might appear to dictate.

- Important Note: the lengths below are normal STABS-Echelon parameters. The Locking Glyphs reduce the measurements of all SHEATHES-10 Subjects within the Ancerious Galaxy to 50% of their normal sizes.

FORCE DESCRIPTION

- Important Note: Due to the unique Monarch mechanics previously listed, the Vessels numbered are the ones they have as 'Currently Standing' at the writing of this document. Exact Quantities of each Vessel Type can fluctuate depending on Monarch verdicts, but their starting cap for individual Monarch is still 250 Vessels. How many Vessels they could Manifest if the Locking Glyph had not been placed on them is unknown.

- Vessel-Type Subjects without a Currently Standing (C-S) Status are 'Irrelevant Until Manifested', and will not be listed.

- Vessel-Type Subjects whose Manifestations or Re-Manifestations have been cancelled are 'Irrelevant Until Manifested' will not be listed. Subjects whose Re-Manifestations have been cancelled are automatically dismissed, and do not revert into their original forms.

- Vessel-Type Subjects whose numbers are listed as 00000, but are still listed are 'Status Pending', and will continue to be listed until the Monarchs make a final decision never to attempt to Manifest them in this Galaxy.

- No 'Notable Units' exist within SHEATHES-10 Ranks, be they Troops, Vessels or Constructs. This is because Monarchs can mass-produce, distribute and/or incorporate 'unique', 'anomalous', or 'exceptional' qualities among their Subjects. If a happy accident were to happen during a War Games Session, and one of Empress Gaia's Troops were to evolve into an awesome 'upgrade' of its former self, she can give or take away the very same thing to any of the 'non-upgraded' Troops. The Accomplishments, Life Experiences, Paraphernalia, or even the Training Subjects get can be treated as such. Teaching one Machina Computer a groundbreaking secret can at Emperor Vulcan's whim become tantamount to teaching a thousand Machina Computers said secret. Monarchs are free to rename, remodel or redesign all Subjects at their discretion. A Subject's Identity and Individuality are no more under their Monarch's rule as their Form and Purpose.

- Speaking of Identities, all Subjects have no names in the sense used by most others. Their Monarchs know them individually, but how they do so 'Conceptually' or 'Logistically' is known only to them, and is enacted/enforced by their Authority and Essences. However, for the sake of cooperation with potential acquaintances, Subjects may don titles that others may call them by. Names can be transferred from Subject to Subject if the former is destroyed or recycled into something else.

FURTHER NOTES

- Item 1: All SHEATHES-10 Vessels are 'Special' in their own way. While the Monarch's will from time to time style their fleets off a 'normal' template of roles, tactics and formulas, the Armadas of SHEATHES-10 can opt to go for a more unique style of play. 'Standard Mode' entails a fleet that would engage the way almost all others would. Attacks of a 'Standard Mode' Fleet are frontal, straightforward, and have less reliance any gimmicky moves. 'Irregular Mode' entails a fleet that is operates between 'Standard' and 'Unorthodox'. Attacks of an 'Irregular Mode' Fleet focuses more on cunning than being direct, incorporating anything from Guerrilla Warfare to Sabotage and Subterfuge. 'Unorthodox Mode' entails a fleet that brings to bear all the features and traits Monarchs posses that are rare for any other race to have, if not impossible to have. Attacks of an 'Unorthodox Mode' Fleet involve the heavy usage of 'Patron' Protocols, SHEATHES-Territory Bonuses, Hastened Manifestations and/or Hastened Re-Manifestations, Instinct-Intuition-Intention Monarch Control, Monarch Perspective-Control, and more, the latter three of which really backs up the notion that Subjects are like the body parts of their respective Monarch. All three 'Modes' showcase everything from numbers to firepower, but how they are used varies.

- Item 2: The Trireme Halo appears to be a single Self-Mobile Starbase, but it is really three Vessel-Type Subjects linked together, Hence, all three Monarchs must share its Population Slot. Starbases are Starbases, but they may be tailored to cater to different Subjects. This is the reason why they have such a drastic size variation. Starbases can range from Drone Repair Centers that would strain themselves to contain the average SHEATHES-10 Corvette, to STABS TxT-Uberharbors that may house multiple convoys of Vessel-Type Subjects whose size will classify them as STABS-purpose 'Super-Dreadnoughts', or larger. Unfortunately, the Authority-Locking Glyph prevents the Manifestation or Re-Manifestation of anything greater than the Trireme Halo. What this means is that the Monarchs cannot sneak in a Sloop and then rapidly turn it into a Super-Dreadnought or Hyper-Dreadnought like they normally could outside Ancerious, not that their Hyper Dreadnoughts are allowed outside the Yggdrasil Galactic Triumvirate anyway.

- Item 3: Unlike most factions, Subjects created by and/or launched from Carrier-Type Subjects may not necessarily be Vessels. In fact, a lot of them 'launch' Troops, which are still covered by the Locking Glyph, or 'fragments of themselves', which aren't covered by the Locking Glyph. What differs them from Artillery Vessels, aside the fact that Artillery Vessels differ in Role and Size Variations more, is that the 'ammunition' Artillery Vessels use cannot have any 'real minds' of their own. Whatever Artillery Vessels shoot cannot be considered a singular 'entity', and if not an 'entity' cannot posses the ability for self-travel towards a particular Destination or Target. That which is used by Artillery Vessels are, for all sakes and purposes, Construct-Type Subjects like 'buildings' or 'items'. However, like Carrier Vessels, they can use 'detached' pieces of themselves, which do not count as Subjects.

- Item 4: Negative Values indicate Subjects undergoing Re-Manifestation. Values are subtracted from their Population Slots and 're-administered' to the appropriate Vessel Type. One Subject will count as one Subject, no matter the Type. Expenses for Re-Manifestation and/or Maintenance of the Re-Manifested Subject will increase depending on the Subject, but those have no impact on Population Slots. The only thing that dictates rarity is the 'cost' needed to Create and Maintain a Subject. The more 'expensive' a Subject is, the fewer in numbers it will tend to be. Subsequently, the more 'expensive' a Subject is, the more powerful it will tend to be. Subjects that are of such a 'cost' that only one can be Created and/or Maintained at a time are usually a Monarch's Trump Cards, although exceptions to the rule are not to be disqualified altogether. The Authority-Locking Glyph complicates Re-Manifestion within the Ancerious Galaxy by prolonging Re-Manifestation Time and causes Subjects to be vulnerable instead of invulnerable while Re-Manifesting.

- Item 5: Those wondering why SHEATHES-10 seems to have sent only meager amounts of Fighter-Type and Drone-Type Subjects to support their larger, more expensive Vessels need to understand that these more 'basic' Subjects are the easier to Create and Maintain within Monarch Territories, and they are even easier to Manifest out of Monarch Reserves. As soon as one falls, the Monarchs have already Manifest others to replace it. This leaves room for them keep more powerful Vessels around to secure their borders. Besides, as mentioned earlier, not all Subjects exist as a single unit. They can have many and various pieces that make up their 'self'.

75 Vessels, 75 Troops and 75 Constructs as a starting convoy for each Monarch seems a tad lacking. Well, I had to find a way to balance my faction out. :D

Besides, I've already stated my role in Ancerious to be more a 'pinch of spices' to 'season' the RP, as opposed to the 'main dishes' that the other Empires are. I also had to find a reasonable way to limit the Monarchs. No, Galactic Mechanics do not affect them. Their Territories are theirs alone to preside over, and how unusual a Galaxy is does zero to influence how the Monarchs can manage their Empires. Naturally, I had to turn to the Renaissance 'Villains' for a plot device that will make the Monarchs conform to Ancerious rules. If the rules of the RP group change, it's a simple matter for me to modify the Locking Glyphs to accommodate the changes without compromising the true gestalt of the Monarchs.

All information is considered 'Out of Character' unless encountered in Roleplay.

- Edit 23 August 2013: I forgot to add a very, very important note. It can be found in the Fleet Status Section, just before the Vessel List begins. It deals with the topic of size for all SHEATHES-10 Subject within the Ancerious Galaxy.

i think you were right when you said i need to learn how make everything down to earth,the rest of you guys are better roleplayers then me anyway >_<
